Let me guess... Cellphone commercials?
3G network is basically "Third Generation" cellphone technology that gives you all the stuff BEYOND voice communications and simple text messages. I'm talking stuff like streaming video, game downloads, TV, music, and even Internet surfing.
I'll leave out the technical stuff. You can read it on Wikipedia if you wish.
4G does not exist yet except on paper. Several working groups are working on it. Verizon claims to have plans to start transistioning its network to 4G starting 2010. it's supposed to be able to send HD video over cellphone network (not possible currently).
